Rugby union in England is facing growing calls for an overhaul as National League 1 clubs join the push amid a financial crisis and controversy over executive bonuses. In an open letter, twelve clubs criticized the Rugby Football Union (RFU) for its “major failures in governance and leadership” and lack of accountability. This follows the RFU’s announcement of a record operating loss of nearly £40m while CEO Bill Sweeney received £1.1m in total compensation including a £358,000 bonus, at a time when the RFU made over 40 staff redundant.

The clubs including prominent teams such as Blackheath FC, Richmond FC and Sale FC are calling on the RFU Council to initiate an independent review of the management of rugby in England. They argue that the RFU leadership’s lack of clarity and strategy for rugby’s development has harmed the game. The open letter comes ahead of an emergency RFU Council meeting on December 18 where members could discuss further action including a potential vote of no confidence.

The situation has sparked widespread outrage within rugby circles with former RFU chairmen demanding the resignation of RFU chairman Tom Ilube, CEO Sweeney and other board members. Grassroots clubs and Championship teams have echoed the demand for change. Despite defending the bonuses as part of an incentive plan linked to targets affected by the pandemic, the RFU has faced heavy criticism for its financial management and leadership.

The RFU insists that it expected the losses due to the Rugby World Cup year, higher operating costs and the aftermath of the pandemic while also highlighting investments in rugby at all levels. The debate over governance and executive pay is intensifying as clubs push for reform to restore trust and clarity in the future of rugby union in England.
